An initial fact-finding mission has been made to Ethiopia in conjunction with the Irish embassy. The objective was to refine and develop the concept of the scheme following this visit and to identify potential twins.

3.1 Develop a small secretariat in Ireland and in Ethiopia.

3.2 This will be independent of, but work in close co-operation with both      governments.

3.3 Develop major core projects around Coffee, Tourism and Textiles where      knowledge transfer and commercial opportunities are exploited.      Subsidiary projects are also being developed in a variety of fields from      E-Commerce to Music to Universities.

3.4 Commence a series of subsidiary "Twinnings" of both Commercial and      Commercial Organizations, and a multiplicity of charitable schemes that might      be encouraged to develop from the increased connectivity between the two      countries.

3.5 Organise a series of Information meetings in Ireland to inform the Business      Community and a series of visits to Ethiopia to engage the Irish Business      Community, by bringing them to see first hand the reality and the      opportunity.
